Village/Town ICF/IDP Information

Project Background

Camrose County is working with the Town of Bashaw (Town) and the Villages of Bawlf, Bittern lake, Edberg, Ferintosh, Hay Lakes and Rosalind (Villages) to create and Intermunicipal Collaboration Framework (ICF) and Intermunicipal Development Plan (IDP). 

The ICF and IDP documents are required due to recent amendments to the Municipal Government Act. The Act requires that all municipalities that share a common boundary have an ICF by April 1, 2020. The County recently completed ICFs with Leduc County, Ponoka County, and Wetaskiwin County.

The County has obtained provincial grant funding to create ICF and IDP Bylaws between the County and the Town and Villages. Sage Analytics Inc. has been contracted to facilitate and oversee the project.

Intermunicipal Collaboration Framework (ICF)

An ICF is a tool to facilitate cooperation between neighbouring municipalities in oder to ensure municipal services are provided to residents efficiently.

Frameworks are intended to:

  • provide for integrated and strategic planning, delivery and funding of intermunicipal services
  • allocate scarce resources efficiently in the providing local services
  • ensure municipalities contribute funding to services that benefit their residents

Municipal councils adopt their framework by passing matching bylaws that:

  • list services currently provided by each municipality; services being shared on an intermunicipal basis by the municipalities; and services provided by third parties
  • identify how each of these services would be best delivered
  • outline how intermunicipal services will be delivered and funded

An ICF must address the following services:

  • transportation
  • water and waste water
  • solid waste
  • emergency services
  • recreation
  • any other services that benefit residents in both municipalities

Camrose County already has a good working relationship with the Town and the Villages, including sharing many municipal services. The municipalities are in agreement with how we share services already, so the proposed ICF documents outline the existing agreements without any proposed changes to how our municipalities operate and share services. What the ICFs add is a dispute resolution mechanism in case an issue arises in the future.

Intermunicipal Development Plan (IDP)

An IDP is a high level planning document created by neighbouring municipalities to foster cooperation and integrated development near the municipal boundaries. The policies within the IDP guide future growth and development by identifying general locations for major land uses and servicing. The document also creates a referral zone and a framework for dispute resolution.

The IDP is not an annexation, the lands in the referral areas will remain in Camrose County jurisdiction and the ownership of the lands will remain with the current landowner(s). The IDP doesn't rezone the lands, it only gives direction for future rezoning applications.

IDPs have been around for many years as a voluntary agreement between neighbouring municipalities. Recent changes to the Municipal Government Act require all municipalities to have and IDP with their neighbours by April 1, 2020.

Camrose County currently has IDPs with the Town of Bashaw (2009), the City of Camrose (2014), Leduc County (2018), Ponoka County (2018) and Wetaskiwin County (2018). In addition, we are part of the Buffalo Lake Intermunicipal Development Plan (BLIDP) with Lacombe County, the County of Stettler and the Summer Villages of White Sands and Rochon Sands, for the lands around Buffalo Lake, the most recent BLIDP is from 2014. 

This project will create new IDPs with all of the Villages within Camrose County and update our IDP with the Town of Bashaw.

Camrose County already requires notification of discretionary uses and subdivisions within 1 mile of each Village in its Municipal Development Plan. The proposed IDP referral areas will roughly follow the existing 1 mile referral boundary, though it has been altered in places in consideration of growth directions and constraints. The majority of the policies in the IDP mirror policies that are already within the County's planning documents.

Project Timeline

November 27, 2018 - Public Hearing for IDPs

The Public Hearings will commence at 10a.m.

Two minor changes to the IDPs have been made since first reading.

  1. The Public Hearing date for the county was added to the document.
  2. In section 2.2.2 the word 'planning' was corrected to 'planting'

 

Intermunicipal Collaboration Frameworks with Amendments from First Reading

Amendment: In the correspondence section, the County's email address was corrected to county@county.camrose.ab.ca

October 9, 2018 - First Reading for IDPs

Based on the feedback received at the Open Houses on September 19-20, several amendments to the IDPs have been made to incorporate comments and concerns that were raised. The revised IDPs are below, these are the documents Council will consider for First Reading. After First Reading there will be time of additional changes prior to the Public Hearing. After the Public Hearing additional changes can be made prior to Third and Final Reading.
